I totally agree! As a teacher it is easy to say "we're doing the best that we can but..." and that but really is saying we don't have enough people or time, which IS true. Then you have districts that are laying people off and I'm appalled! There are so many kids not getting the full extent of the F.A.P.E. and it is so sad and unacceptable!!
